Many people are surprised to hear that most over the counter skincare products are classified as cosmetics and are therefore not subject to the rigorous standards set forth by the FDA.
Medical grade products, on the other hand, are subject to strict standards and must demonstrate efficacy before they can be approved as a pharmaceutical product by the FDA.
By definition, over the counter products need to be safe for anyone who choses to use them. Therefore, if they contain any active ingredient at all, they must be at a low enough concentration that they won't damage the skin.
